<p>Provided are a device and a method for suppressing and reducing the increases in the quantities of decoding and re-encoding operations of image data, thereby to match a transmission capacity, at the time when a converted image is to be delivered. An image data conversion unit (205) converts the image of a conversion starting frame into an intra-mode, and outputs the converted image. A change-over unit (206) outputs the image of the intra-mode outputted by the image data conversion unit (205), as a conversion starting frame, and outputs image data (103) separated from received data (100), as it is, as the remaining frame. A data synchronize/output unit (208) makes such an adjustment, in case the converted image data increases in size, as to shift voice data backward with respect to time, thereby to synchronize the image and the voice.</p> |
