PROBLEM TO BE SOLVED: To achieve in parallel such as communications in different formats operated in different modes and channels, and a plurality of different applications and services achieved in such communications, in a radio communication system. SOLUTION: Communications with a plurality of communication partners can be achieved within a unit time period by individually assigning occupation time periods to the plurality of communication partners within the unit time period in the case where a plurality of communication partner terminals operating in the plurality of different modes and channels are detected. Moreover, occupation time periods within the unit time period are dynamically assigned in accordance with preferential communication formats, communication partner terminals, and applications and quantity of communications at that time or the like.
