A UE (User Equipment) for selectively routing data traffic to one of a 3GPP (3rd Generation Partnership Project) network and a non-3GPP network, the UE comprising: a 3GPP network interface for communicating with the 3GPP network; a non-3GPP network interface for communicating with the non-3GPP network; a processor; and a memory element coupled with and readable by the processor and having stored therein processor-readable instructions that when executed by the processor cause the processor to: detect receipt of a data structure via the 3GPP network interface that comprises an indicator parameter, an action parameter, and a plurality of QCI (Quality of Service Class Indicator) parameters for selectively routing data traffic to one of the 3GPP network interface and the non-3GPP network interface, wherein: the indicator parameter is an integer value, N, equal to a number of parameters contained in the plurality of QCI parameters; andthe action parameter is a string of N bits, wherein each of the N bits corresponds to one of the plurality of QCI parameters, and wherein each of the N bits indicates whether data traffic associated the corresponding QCI parameter is routed to the 3GPP network interface or the non-3GPP network interface; androute particular data traffic to one of the 3GPP network interface and the non-3GPP network interface according to the data structure and particular QCI information associated with the particular data traffic.
