PROBLEM TO BE SOLVED: To provide a heat transfer pipe and a heat exchanger applied to a refrigerating device for performing vapor compression refrigerating cycle, improving the heat transfer performance while avoiding pool of oil in the heat transfer pipe even in the refrigerating device especially taking carbon dioxide having low compatibility with lubricating oil as a refrigerant. SOLUTION: The heat transfer pipe is formed to have such an inner peripheral surface shape that in the inner peripheral surface of the heat transfer pipe body 23, the lower half as a first region 25 is a smooth surface, and a plurality of heat transfer grooves 23b are formed only in the upper half as a second region 26, whereby pool of oil is avoided.
