PROBLEM TO BE SOLVED: To provide a radiation panel for heating/cooling capable of further improving output and radiation efficiency, superior in construction workability, and reducing manufacturing costs as a structure is not complicated, with respect to a radiation panel laid as a backing of flooring and the like. SOLUTION: This radiation panel for heating/cooling is composed of a foamed resin compact as a heat insulating material, water pipes 13 buried at a front surface side of the foamed resin compact, a joist-shaped members 12 for fixing floor finishing material, and a heat radiation sheet for heat diffusion, attached to a surface, and has an arrangement pattern of the joist members and the water pipes that the water pipes 13 are arranged in a plurality of lines in parallel with the joist-shaped members 12. An arrangement pitch of the joist-shaped members 12 is 300-305 mm, and an arrangement pitch of the water pipes 13 is 55-90 mm at both sides of the joist-shaped member 12, and 30-55 mm at parts excluding both sides.
