PROBLEM TO BE SOLVED: To provide a network information management system, a network information management server, and a network information management method capable of proposing an optimal network construction. SOLUTION: The network information management system is constructed of the network information management server 10 which creates the construction proposal of a network constructed by connecting a user network and a backbone network through access lines, and client terminals 20 which are connected with the network information management server. The network information management server 10 creates, for example in terms of charges, the optimal construction plan of the network (service detail screen information) based on search conditions received from the client terminals 20, and transmits to the client terminals 20.
