PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing apparatus in which stable detection of land pre-pit signal can be performed even in a part where a single frequency signal of a high frequency of a test writing region is recorded. SOLUTION: In the recordable optical disk recording and reproducing apparatus in which a wobble signal and land pre-pit (LPP) signal are recorded, the apparatus has such constitution that two signal output of a photodetector (21) bisected in the groove width direction are inputted respectively to AGC amplifiers (22, 23), an LPP signal is detected by an LPP signal detecting part (25) from output difference signal of a differential amplifier (24) of which the differential input is the output. And a target value of the AGC amplifier are same in two AGC amplifiers, while a value in which amplitude of the wobble signal becomes constant in accordance with a frequency is prepared previously, the frequency of the output of the photodetector is detected by a frequency detecting part (30), and the target value in accordance with the frequency is selected.
