PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of stably forming an image of high picture quality for a long period of time without increasing the power supply voltage of a charging means when the photoreceptor is mounted in an image forming apparatus employing such a charging method that the charging member is placed in contact with or close to a photoreceptor and a DC voltage with superposition of an AC voltage higher than the discharge start voltage is applied to the charging member to charge the photoreceptor. SOLUTION: The electrophotographic photoreceptor comprises a conductive supporting body 1, a charge generating layer 2 disposed on the conductive supporting body 1, a first charge transporting layer 3 disposed on the charge generating layer 2, and a second charge transporting layer 4 disposed on the first charge transporting layer 3, wherein the first charge transporting layer 3 has a relative dielectric constant of 2.5 to 3.5 and the second charge transporting layer 4 has a relative dielectric constant of 4.0 to 6.0.
