According to the present invention, a low nickel stainless steel comprises: an amount equal to or less than 0.1 wt% of C (excluding 0 wt%); an amount equal to or less than 2.0 wt% of Si (excluding 0 wt%); an amount equal to or less than 1.0 wt% of Mn (excluding 0 wt%); 20-24 wt% of Cr; 10-12 wt% of Ni; 0.1-0.5 wt% of Nb; an amount equal to or less than 25 wt% of N (excluding 0 wt%); 0.2-0.8 wt% of W; 0.001-0.005 wt% of B; and the remainder consisting of Fe and inevitable impurities. Moreover, the low nickel stainless steel satisfies the following formula of C + N >= 0.2; wherein C and N are each wt% of contents.
