Provided is a method for producing an organopolysiloxane emulsion composition which is small in the amount of octamethyl cyclotetrasiloxane (D4) in a polysiloxane and has good long-term stability. A method for producing an organopolysiloxane emulsion composition, wherein: (I) an emulsion composition is obtained by emulsifying a mixture that contains (A) an organopolysiloxane represented by HO(R1 2SiO)nH (1) (wherein R1 represents H or a monovalent hydrocarbon group and n represents a number that enables the achievement of 20-20,000 Pa·s) and having a D4 amount of 1,000 ppm or less, (B) a nonionic surfactant and/or (C) an anionic surfactant, and (D-1) water; and (II) after exchanging cations contained in the thus-obtained composition with hydrogen ions with use of (E) a cation-exchange resin, the composition is emulsified and polymerized at a temperature less than 40°C, thereby preparing a composition wherein the viscosity of a produced polysiloxane is three times or more that of the component (A) and the D4 amount contained in the polysiloxane is 3,000 ppm or less. |
