PROBLEM TO BE SOLVED: To provide a lifter and a lighting device enabling smooth winding and paying out of a wire by preventing winding-turbulence of the wire relative to a winding drum by descending it without resistance at descending of a lifting article giving predetermined tension to the wire at ascending of the lifting article. SOLUTION: The lifter 100 has the winding drum 24 and a block 26 supported on a frame 29 provided at predetermined height; the wire 22 having a base end fixed to the winding drum 24; a tension block 31 provided between the winding drum 24 in a laid route of the wire 22 and the block 26 and wound with the wire more than a round; and a one-way clutch 34 and a slide-contact member 35, i.e. a restriction means for restricting rotation of the tension block 31. At ascending of the lifting article 21, the wire 22 is wound on the winding drum 24 by giving tension to the wire by the slide-contact member 35, and at descending of the lifting article 21, the one-way clutch 34 is made free to freely descend it.
