PROBLEM TO BE SOLVED: To provide a program controller which satisfies required performance of a plurality of threads and secures the flexibility of program design. SOLUTION: This program controller for switching threads to be executed for each time slot is provided with: a first interrupt generation part 13 for generating a first interrupt signal addressed to one time slot, and a first interrupt accepting part 21 not accepting the first interrupt signal when the destination time slot does not coincide with the present time slot, while accepting the first interrupt signal when the time slot coincides with the present time slot.
