PROBLEM TO BE SOLVED: To provide an optical modulator having excellent withstand voltage while a lower limit value of an operation frequency is lowered and easy integration. SOLUTION: The optical modulator includes a dielectric 101, a DC electrode 105 and an RF electrode 102. The dielectric 101 has a DC voltage region and an RF voltage region thicker than the DC voltage region, the DC electrode 105 is provided on a first surface of the DC voltage region, the RF electrode 102 is provided on a second surface opposed to the surface on the same side as the first surface in the RF voltage region. The area of the DC electrode 105 is greater than the area of the RF electrode 102, input light 108 is inputted from a part of the RF voltage region and light signal output 109 is outputted from the other part of the RF voltage region.
