A control unit (31) of an aggregator (3) specifies a consumer to be excluded on the basis of output level history information (34c) of each consumer and DR performance result information (34f) of each consumer for each air conditioning device (5) being managed, and predicts a reducible amount of power consumption (declarable reduction amount) for air conditioning devices (5) of consumers other than said consumer to be excluded. |
