PROBLEM TO BE SOLVED: To provide a porous and durable thin layer on a substrate, having a high surface energy and a high capability for absorbing and holding water. SOLUTION: This method for forming a porous hydrophilic layer having a high surface energy on the surface of a substrate for a printing plate, an ink-jet receiver, etc., comprises each of the steps of grinding an inorganic gel 70 containing a liquid to form a dispersion liquid of fine particles of the inorganic gel 70 capable of being coated, coating the inorganic gel dispersion liquid 80 on the substrate and heating the coated material of the dispersion liquid to form a porous hydrophilic layer.
