PROBLEM TO BE SOLVED: To solve problems wherein a method using a control rod as a method for controlling an output of a nuclear reactor has a demerit of complicated structure in a control rod driving unit, and the output of the nuclear reactor is uncontrollable because no phase change and no density change exist, when using gas as a moderator, in a boiling water nuclear reactor output-controlled by the phase change and the density change of the moderator. SOLUTION: A temperature of the moderator in the nuclear reactor is changed by controlling a coolant flow rate to control the output of the nuclear reactor, in the nuclear reactor using the gas as the coolant and using a solid as the moderator.
