PROBLEM TO BE SOLVED: To solve the problem that when extrapolation processing for in-screen prediction is performed in a reference sample containing noise generated in a block boundary, the effect of block noise propagates to an intra-block prediction signal, causing pseudo-contour-shaped noise to occur in a reproduction signal.SOLUTION: A decoder comprises: decoding means for decoding an intra-prediction mode which shows an in-screen prediction method of an object block and compression data of a residual signal; prediction signal generating means for generating an in-screen prediction signal from the intra-prediction mode and a reproduced reference sample of an adjacent block; residual signal restoring means for restoring the reproduced residual signal of the object block; and block storage means for restoring and storing a pixel signal of the object block. The prediction signal generating means acquires the reference sample from the reproduced block at a periphery of the stored object block and performs interpolation processing between key reference samples for generating an interpolated reference sample, extrapolates the interpolated reference sample in response to the intra-prediction mode and generates in-screen prediction.SELECTED DRAWING: Figure 3
