Provided are a signal transmission method and a network device. The signal transmission method comprises: a first network device sends a first signal before performing cell selection; and the first network device sends a second signal after performing the cell selection, wherein resources adopted by the first network device for sending the first signal and sending the second signal are different, and the second signal is a random access signal. The signal transmission method and the network device provided by the embodiments of the present invention improve the access success rate of the network device.
