PROBLEM TO BE SOLVED: To provide an infrastructure system in a city reducing environmental load and improving a self-sufficiency rate of energy as well as saving resources and energy. SOLUTION: In this system, circulating utilization of water is carried out between a community cell 11 and a green cell 12 arranged adjacently to each other. Sewage drain 1d flows from the community cell 11 to the green cell 12, and treated water 1c treated in a drain treatment facility 14 in the green cell 12 is supplied to the community cell 11. In a plant 13 in the community cell 11, underground water 1b is pumped and supplied as clean water 1a to each dwelling unit.
