A fuel preheating device for a vehicle is provided to improve durability by covering a PTC element with a cover member so that deterioration of the PTC element caused due to infiltration of fuel is prevented. A fuel preheating device for a vehicle, comprises a power supply terminal(110) penetrating through a cover of a fuel filter(10); a pair of heat sinks(120) which are spaced apart from each other in the cover of the fuel filter, and have one sides connected to the power supply terminal; a PTC element(130) interposed between the heat sinks so as to receive power of positive pole; and a cover member(140) for covering an outer surface of the PTC element so that the PTC element is prevented from contacting a fuel. The cover member is a sealing member(142) coated into a liquid state on the outer surface of the PTC element, and solidified.
