PROBLEM TO BE SOLVED: To provide a communication device in which a battery has a long life and unstable communication situation can be avoided, in a wireless communication system where two wireless communication systems are switched, and to provide a wireless communication method.SOLUTION: Reception strength of a terminal in a first communication system is measured, loss of a propagation path between a base station and the terminal is calculated, this propagation path loss is estimated when communicating by a second communication system, and then the reception power of the terminal is estimated from the base station output of the second communication system, and the estimated propagation loss. Stable communication of the second communication system is ensured, by switching from the first wireless system to second wireless system, when a sufficient reception power and stable reception power are guaranteed. |
