PROBLEM TO BE SOLVED: To provide a packaging material and a bag which show good print running performance, superb ink absorption, high print density and enable the content to be visibly identified and print information to be legible and further are highly water- and humidity-resistant. SOLUTION: In the packaging material and the bag which have a plastic film used at least partially and an ink receiving layer formed on at least on of the faces of the film, the smoothness of the ink receiving layer face of the plastic film with the ink receiving layer stays within the range of 10-4000 sec.
