In order to identify vehicle registration numbers which have been tampered with or reported incorrectly a database comprises structurally or phonetically similar permutations of the characters of the vehicle registration number. If an initial check reveals that a reported vehicle registration is incorrect a selective list of alternatives can be generated and used in a further search with additional search criteria such as vehicle make, model and colour to identify the vehicle. This reduces the number of possible permutations to consider as compared with wildcard searches.
