An information transmission method and apparatus for NOMA, and a communication system. The information transmission method comprises: a sending end allocating higher power for a signal transmitted on a first resource element among a plurality of resource elements than that of a signal transmitted on a second resource element among the plurality of resource elements; determining the position of the first resource element in the plurality of resource elements according to first bit information among information to be transmitted, and mapping the signal transmitted on the first resource element to the first resource element; modulating second bit information and third bit information among the information to be transmitted and allocating power; superposing modulated symbols and mapping same to the second resource element; and sending signals on the plurality of resource elements to a receiving end. By means of the embodiments of the present invention, the purpose of increasing the throughput can be achieved by carrying additional bit information at the position of a resource element.
