The valve timing control adjustment device has a rotor (10) rotating in synchronism with the engine crankshaft and a second rotor (30) attached to the end face of an inlet or outlet camshaft (20), for rotation through a limited angle within the first rotor, under control of a relative rotation regulation device (41), locating in an opening (44) in the first or the second rotor during the rotation regulation. The interior of this opening and a region enclosing the opening are provided with an oxide layer surface treatment.
