PROBLEM TO BE SOLVED: To provide a surface-coated cermet cutting tool having a hard coating layer exhibiting superior chipping resistance. SOLUTION: This hard coating layer is constituted of the following (a) and (b) : (a) a Ti compound layer having the total average layer thickness of 3 to 20μm formed by chemical vapor deposition as a lower layer, and (b) a heating transformationαtype Al-based oxide layer having the average layer thickness of 1 to 15μm, having aκtype orθtype crystal structure in a state of being formed by chemical vapor deposition, formed by chemical vapor deposition on a surface of an Al-based oxide layer for satisfying a specific composition formula : (Al<SB>1-x</SB>Ti<SB>x</SB>)<SB>2</SB>O<SB>3</SB>as a transformation generating crack starting point material, and formed by transforming a crystal structure of the Al oxide layer having theκtype orθtype crystal structure into anαtype crystal structure by applying heat treatment in a state of dispersively distributing Ti oxide particulates for satisfying the specific composition formula, as an upper layer; and is formed on a surface of a tool base body composed of WC group cemented carbide or TiCN group cermet.
