A selection section (101) selects functions on the travel of a vehicle which are executed by use of one or more devices. A judging section (102) judges whether or not the position of the vehicle is within a predetermined safety priority area. If the amount of a resource used when the judging section (102) judges that the position of the vehicle is within the predetermined safety priority area and the functions selected by the selection section (101) are executed exceeds the limit range in any of the devices, a control unit (103) keeps the amount of the resource within the limit range in order to execute a function on the safety out of the functions first.
