PROBLEM TO BE SOLVED: To prevent a free channel in which unused intervals are discontinuous, from being distributed.SOLUTION: An extraction unit 113a refers to a use wavelength DB 121 to extract a channel in which all spans between a starting point node and an ending point node corresponding to a path to be set are free. Among received channels, a channel with the minimum number of continuous free spans including all the spans between the starting point node and the ending point node corresponding to the path is determined as a channel to be set to the path by a determination unit 113b.
