PROBLEM TO BE SOLVED: To provide an electrophotographic toner which can obtain sufficient decoration and hardly causes filming and a method of manufacturing the same; a toner cartridge; and an image forming apparatus.SOLUTION: A method of manufacturing an electrophotographic toner includes an aggregation step including a first aggregation operation (I), a zeta potential adjustment operation (II) and a second aggregation operation (III). The operation (I) includes adding a resin dispersion liquid of resin particles having a zeta potential V(p) having a reverse sign to V(c) to a dispersion liquid of colorant particles which has a zeta potential V(c) and has a volume average particle size of 6 μm or more, and obtaining an aggregation dispersion liquid of an aggregate (a1) of the colorant particles and the resin particles. The aggregate dispersion liquid has a zeta potential having the same sign as V(p). The operation (II) includes setting an absolute value of the zeta potential V(a1) of the aggregate (a1) to be small and setting an absolute value of a difference between V(a1) and V(p) at 10 or more, in a range of the same sigh as V(p).
