STREAMING DATA TRANSMISSION SYSTEM, COGNITIVE CONTROL NODE, VIDEO SERVER, TRANSCODING METHOD, AND BAND RESERVATION METHOD

PROBLEM TO BE SOLVED: To provide a streaming data transmission system satisfying minimum amounts of application requests or user requests when a network resource cannot provide a resource requested by a streaming application as a standard.

SOLUTION: A cognitive control node (4) calculates a transcoding condition with which a network resource from base stations (1, 2) and a transcoder (6) satisfies a user request from a terminal (3) and an essential request from the streaming application, and uses a means for providing the terminal (3) with streaming data after transcoding in accordance with the condition.
