The present invention relates to a chitosan-melamine composite for eliminating phosphorus and a preparation method thereof, and more particularly, to a chitosan-melamine composite for eliminating phosphorus, and a preparation method thereof comprising a step of preparing a chitosan-melamine solution by mixing melamine and chitosan powder to an acid solution; a step of preparing chitosan-melamine beads by titrating the chitosan-melamine solution; and a step of inducing the chelate bond of the amine group of the chitosan-melamine bead and a transition metal ion by mixing the chitosan-melamine beads to an aqueous transition metal solution. Due to the chelate bond, the polymer in the chitosan-melamine bead and the transition metal ion are crosslinked, the transition metal ion may act as a functional group capable of making a ligand bond and selectively remove phosphorus irrespective of the presence of a competitive ion in water, and the composite has good durability.
