An interpolation processing unit 31 interpolates thinned pixels in an image signal. A signal generation pixel determination unit 32: calculates the feature value of a pixel of interest from the image signal that has undergone interpolation by the interpolation processing unit 31; determines, on the basis of the calculated feature value, which of a thinned pixel and a non-thinned pixel is the pixel of interest; and generates signal generation pixel determination information indicating the determination result. A signal generation control unit 34 performs a control so that, when an image signal is generated thereafter, a signal generation operation for a pixel that is determined to be a thinned pixel using the signal generation pixel determination information generated by the signal generation pixel determination unit 32 is stopped. Thinning out in a flat image region on the basis of the feature value makes it possible to reduce power consumption while suppressing degradation in picture quality.
