The present invention relates to an apparatus, a system, and a method for producing highly functional nanobubble gas water through vapor dilution based on asepsis and, more specifically, to a method containing functional gas with high concentration in the drinking water by means of a simple process. In the producing method, bubbles of less than the micro size are produced by reducing the vapor into the water after generating large bubbles by including vapor and gas in the water when producing the drinking water and the functional water.
