PURPOSE: An efficient use of storage in encoding and a decoding video data stream are provided to perform encoding or decoding of a frame by constituting the frame data in a storage structure. CONSTITUTION: A processor(1710) receives a pixel group which includes the first pixel division and the second pixel division. The processor decides that a characteristic set of the first pixel division is same as the characteristic set of the second pixel division. A third pixel division is defined by combining the first and second pixel divisions, if the characteristic set of the first pixel division is same as the characteristic set of the second pixel division. |
