PROBLEM TO BE SOLVED: To provide a developing roller having excellent durability and also capable of improving image quality by suppressing variance of toner distribution and electrifying property in the axial direction of its own, and a developing device equipped with the developing roller and an image forming apparatus equipped with the developing device. SOLUTION: An irregular part formed on the outer peripheral surface of the main body of the developing roller is constituted of a plurality of first grooves 34 formed in parallel with each other, and a plurality of second grooves 35 crossing the first grooves 34 and formed in parallel with each other. The plurality of first grooves 34 and the plurality of second grooves 35 are formed so that the centers 37 of four crossing parts 36 where two first grooves 34 adjacent to each other cross two second grooves 35 adjacent to each other may be positioned differently from each other in the axial line X direction of the main body.
