PROBLEM TO BE SOLVED: To provide a developing roll having excellent flexibility and advantageously restraining the occurrence of toner filming while securing sag resistance. SOLUTION: In the developing roll 10 constituted by forming an elastic body layer 14 on the outer peripheral surface of a shaft body and providing at least one coating layer 16 on the outer peripheral surface of the elastic body layer 14, the elastic body layer 14 is composed by foaming milable rubber material and also adjusted to have an average cell diameter of 20 to 200μm and thickness (d) of a skin layer of 100 to 350μm.
