PROBLEM TO BE SOLVED: To provide an information recording and reproducing device in which a storage area can be efficiently used and high priority information can be recorded while being lost as little as possible.SOLUTION: The information recording and reproducing device includes logical volumes available as variable-length recording and reproducing areas and physical volumes divided to have a plurality of fixed lengths where recording and reproducing are not executed, and has storage areas managed by management means. The management means allocates a combination of the divided physical volumes having the fixed length to the logical volume and can dynamically set a size of an information recording area in accordance with a category of information to be recorded. In particular, the category is defined by priority, and when the amount of high priority information to be recorded exceeds a preliminarily determined size of a logical volume corresponding to the information and no unused physical volume is available, a part of the logical volumes where low priority information is recorded is separated and allocated to the logical volume corresponding to the information to record an excess amount of the information.
