PROBLEM TO BE SOLVED: To respond to a cyber attack with a small processing load.SOLUTION: An HSS 200 of a communication control device 10 stores connection propriety information to identify a terminal the connection of which is permitted and a terminal the connection of which is rejected. A P-GW 300 performs processing to relay a connection request received from the terminal of which the connection is permitted to a request destination terminal and not to relay a connection request received from the terminal of which the connection is rejected to a request destination terminal on the basis of the connection propriety information. An attack terminal identification unit 110 of a P-CSCF 100 monitors communication, identifies a terminal that has performed a cyber-attack, and updates the connection propriety information stored in the HSS 200 so that connection of the terminal that has performed the cyber-attack is rejected.SELECTED DRAWING: Figure 4
