<P>PROBLEM TO BE SOLVED: To enable the safe authentication of a terminal having an access right in a memory card command with a small command argument. <P>SOLUTION: A command specifying an access region from a terminal is separated from a command for performing access, and terminal verification data are transmitted with the argument of the command performing access.
