<p><P>PROBLEM TO BE SOLVED: To provide an image distribution system allowing only a user among a specified class of users to use an image whose authorized class of users is specified by setting authorization conditions of the image in a client computer 3. <P>SOLUTION: A Web server 1 holds a plurality of images where electronic watermark information for specifying the authorized users is embedded so as to distribute it via the Internet 2 and transmits an image whose distribution is requested to a requesting party.
