PROBLEM TO BE SOLVED: To provide an electric heater capable of adjusting heating ability without changing size and shape, reduced in costs. SOLUTION: Heating partition members 22, to which a PTC element is fixed, and non-heating partition members 22', to which a PTC element is not fixed, are arranged between a pair of frames 21 with a nearly equal interval, and a metal heat exchange fin 23 is arranged in a heat exchange air flow passage 25a adjacent to the heating partition member 22, and a resin dummy 24 is located in a non-heat-exchange air flow passage 25b pinched by the non-heating partition members 22'. With this structure, heating ability of the electric heater 20 can be adjusted by changing the number of PTC element without changing size and shape, and furthermore, an ineffective heat exchange fin 23 having no function for propelling exchange of the heat between the PTC element and air is eliminated, and costs of the electric heater 20 can be thereby reduced.
