PROBLEM TO BE SOLVED: To provide a voltage conversion circuit and a battery device in which such a situation as a breakdown voltage required for drive input of a switch element pertaining the selection increases as the potential of a storage element of seledction object increases can be avoided effctively when one storage element is selected from a plurality of storage elements connected in series. SOLUTION: Based on a fixed drive current Ion flowing from one storage element to the ground level GND, a fixed drive voltage for turning the p-type MOS transistors Q3 and Q4 in a selection circuit 121 is generated. In other words, even if a storage element selected by the selection circuit 121 has a high potential for the ground level GND, the drive voltage applied between the gate and source of the MOS transistors Q3 and Q4 can be made constant.
