A pharmaceutical composition containing conjugates of Foxp3(forkhead box P3) and PTD(protein transduction domain) is provided to cure autoimmune, allergic and inflammatory diseases by hindering the activation of Thymusdependentlymphocyte. A pharmaceutical composition for curing autoimmune, allergic and inflammatory diseases comprises a Foxp3-PTD conjugate of an effective amount. The PTD is at least one peptide selected from SEQ ID NO:1, SEQ ID NO:2, SEQ ID NO:3, SEQ ID NO:4, SEQ ID NO:5, SEQ ID NO:6, SEQ ID NO:7, SEQ ID NO:8, and SEQ ID NO:9. The PTD comprises 5-30 amino acids and 30 % of more of them is arginine. The composition comprises thymusdependentlymphocyte having the imunosuppressing activity.
