PROBLEM TO BE SOLVED: To enable efficiently viewing and listening or gathering information in Internet broadcasting or digital broadcasting without allowing an individual user to lose enjoyment of live characteristics. SOLUTION: In a video indexer 101, an index ID matched with semantic information set previously is embedded in a bit stream of video information distributed from a video distribution server 102. A user client 103 extracts the index ID embedded in a received bit stream, and decodes the semantic information corresponding to the extracted index ID while referring to a semantic information table obtained from a semantic information server 104, and then performs prescribed information link processing to the received bit stream of video on the basis of the decoded semantic information.
