PROBLEM TO BE SOLVED: To distribute loads of each CPU in a well-balanced manner so as to efficiently utilize CPU resources.SOLUTION: CPUS#1 to CPUL#2 acquire an actual value of each CPU's access speed to a shared memory 203 by an acquisition unit 304. The CPUS#1 to CPUL#2 calculate each CPU's response performance on the basis of the actual value of the access speed and a theoretical value of CPU access speed by a response performance calculation unit 305. A CPUL#3 calculates a ratio of access rights to the shared memory 203 by the plurality of CPUs so that the ratio of the access right of one CPU becomes larger than the ratio of the access right of a CPU whose response performance is higher than that of the one CPU by an access ratio calculation unit 310. The CPUL#3 notifies an arbitration circuit 204 of the calculated ratio of the access right by a notification unit 311.
