<p>PROBLEM TO BE SOLVED: To record/reproduce a video signal from a monitor camera where an alarm signal is generated with high resolution by increasing information quantity after compression of a video from the monitor camera where the alarm signal is generated when the alarm signal is generated. SOLUTION: When an alarm signal is generated, information quantity after the compression of a video from a monitor camera where the alarm signal is not generated is reduced and information quantify after the compression of the video from the monitor camera where the alarm signal is generated is increased. In the device, a multiplex device 30 allocates a bit rate to a moving picture compression device 21 compressing the video from a monitor camera 11 so that video signal information after compression becomes half the video signal information before compression. The bit rate is allocated to the other moving picture compression devices 22-24 so that video signal information after compression becomes 1/6 the video signal information before compression.</p> |
