PROBLEM TO BE SOLVED: To provide an image processing apparatus that alleviates or removes interlace interference generated when an image especially with many horizontal lines carries out vertical scroll at low speed. SOLUTION: An IP conversion section 20 converts an interlacing image which is an input image to a progressive (non-interlaced) image and outputs it. A scene detection section 30 detects whether whole scene is carrying out vertical scrolling at low speed from a motion vector (Mx, My) (vertical scroll coefficient tcoef is output). In a 3D filter 41 of an interlace interference removal section 40, if the execution of vertical scrolling is detected, an accumulated pixel value is calculated while being made to perform parallel translation following the amount of average movements to two or more past output images according to the motion vector (Mx, My), and the pixel value is adapted to an output image during vertical scrolling (interpolation picture). Further, for the 3D filter 41, the accumulated pixel value is calculated while being made to perform parallel translation following the amount of average movement to the last output image, and can be adapted to an output image (interpolation picture).
