PROBLEM TO BE SOLVED: To obtain a ROM disk excellent in compatibility with a RAM disk and also advantageous for a tracking servo. SOLUTION: In the ROM disk, a block data format is set, in which the linking area is prepared like a rewritable disk. In each block, such data are formed that main data to be recorded on a main data area and linking data to be recorded on the linking area are scrambled by the same scramble data.
