PROBLEM TO BE SOLVED: To control a mark space of a 13T part of a synchronous code for DSV suppression and running OPC in order to deal with high-speed recording. SOLUTION: A code modulation system for converting a 2-bit data word into a 3n-bit code word includes a byte counter for counting the number of data words, a synchronous frame counter for counting a byte counter value, a DSV processing circuit for establishing a DSV control bit, a 13T mark detection part for detecting that 13T polarity is a mark, and a 13T part polarity selection table for deciding which of a mark and a space the synchronous polarity part information of an odd frame is set to. In an odd synchronous frame, a DSV control bit is controlled by using the 13T part polarity selection table. In an even synchronous frame, a DSV control bit is controlled, a 13T mark detection signal is output to a sample holding circuit, recording laser power or the like is adjusted, and running OPC is carried out.
