PROBLEM TO BE SOLVED: To provide a technique of automatically setting the setting value of an ONU remotely from an OLT side in an EPON (Ethernet (R) - Passive Optical Network) system. SOLUTION: An OLT 20 is provided with: an ONU identification part 21 for identifying the ONU identifier of the ONU 10 which has become connectable after Auto Discovery completion; an ONU management database part 22 storing the ONU identifier, the information of ONU setting values A<SB>1</SB>-A<SB>N</SB>(N is the number of ONU setting items) corresponding to the ONU identifier and ONU installation state information beforehand; an ONU setting control part 23 for reading the ONU installation state information from the ONU management database part 22, performing control so as to end the automatic setting of the ONU in the case of "already installed", reading the information of the ONU setting values A<SB>1</SB>-A<SB>N</SB>from the ONU management database part 22 and instructing ONU remote and automatic setting start in the case of "not installed", and setting the ONU installation state information of the ONU to "already installed" when the ONU remote and automatic setting is normally ended; and an ONU remote and automatic setting part 24 for starting ONU remote and automatic setting processing by the ONU remote and automatic setting start instruction.
